In this video interview that he gave during the ‘Operation Save Yaar’ activism in the run-up to the All Jonglei Communities Peace Accord and disarmament campaign dubbed ‘Operation Restore Peace in Jonglei’ (ORP) in the first half of 2012, President Salva Kiir has already tried to analyse and conclude the whole problem, namely (though not scientifically):
1- The route causes of the Jonglei Problem
2- The Solution, which was later cemented by the said community peace accord and ORP disarmament
Unfortunately, that 2012 Peace Process with the dual-pronked approach collapsed, or so, but into a protracted series of the lookalike of the European Congress System, due to following.
1- The president removed the implementation responsibility from the State Government under Jon. Kuol Manyang, and the Church, (including NGOs and Civil Society) that negotiated the Agreement, promised to enforce it, himself, and went and sat on that very compressive document in J1 to date.
2- Immediately, the ORP disarmament force comprising 12,000 SPLA troops and 3,000 from the Police service found themselves battling David Yau Yau instead of completing the disarming of the communities.
I was a Civil Society/youth leader mobilizing the communities and monitoring the disarmament, but I still can’t explain how Yau Yau was given his passport in Juba, allowed to exit via Juba airport, ‘for treatment’ in Khartoum while he was still serving his probation term under the Presidential Independence Amnesty, by which he was invited out of his 2010 post-election bush war to Juba, whereas Gen. George Athor was killed the Kerubino Wol style! Pap, the All Jonglei communities Accord was handed over to David Yau Yau in my muted watching while ARCISS was going on in Addis Ababa (2014)!
In short, the president is repeating himself. He was the first to officiate the 2012 Peace Accord in the hand of Archbishop Daniel Deng Bul and his Presidential Committee in Bor, signed on May 5, 2012.
In 2017, he appointed a committee under Gen. Taban Deng Gai, his then First Vice President with the same terms of reference as the battle for the cattle was raging between Murle and a Bor vigilante that offensively christened itself ‘Bermorben’. For respect of my mother and wife in the house, allow me to abstain from translating that name. However, the derogative shows how angry the youth were/are.
NB: My youth included all from the 5 tribes of Jonglei, except the Kachipo (Suri). Today, it is a different story as seen in the press release after press release by the ethnically fragmented youths of the politically partitioned Jonglei territory.
Now in 2020, the president has passed it over to his Vice President, Dr. Wani Igga. Next? VP Gen. Hussein Abdelbagi. Next? VP Mama Rebecca…war without end, world without end! So help us God!
Folks, it should be noted that doing the same thing again and again and again using the same resources to solve the same problem, and expecting a different result, has a name cut out for it by Ebert Einstein. Sorry, I just forgot!
But, all in all, what this post intends, which is preceding a more detailed one shortly, is to remind His Excellency, the President, that the solution is on his head (video again), on his desk, if not already archived, like the rest of the committee’d reports.
