If Kiir and the state officials are unable to halt the violence in Upper Nile, who will?

At the conclusion of the SPLM National Liberation Council conference on Tuesday, President Salva Kiir said that he cannot end the fighting in the Upper Nile area.
It is unclear why the state’s leader made the statements, but he said that violence was taking place in the Eastern Nuer region and the Chollo Kingdom in Upper Nile state.
Those fighting, according to Kiir, are “our brothers,” and he urged all leaders to put an end to the conflict in order to restore peace to the people.
“War is raging in Jakow, Eastern Nuer, and the Chollo Kingdom.” Who are the fighters there? They are our brothers and sisters, and I am powerless to stop them. ‘I will use a durable peace in our nation,’ Kiir stated.
The SPLM chairman stated that his leadership would not return the nation to war and will exact vengeance on those who are creating the difficulties.
His comments come a day after the Upper Nile state administration stated it was unable to quell the unrest in the area.
